Toms are mounted on tom stands or on a bass drum by means of tom holders. Tom stands are handy because they allow drummers to position their toms more precisely. A good tom stand should be very flexible. Above all though, it should be very stable, and able to withstand the heaviest drumming sessions without moving an inch from its place. Important factors in this are the weight of the tom stand, the sturdiness of the legs (single or double-braced) and the size of the feet. Tom holders, on the other hand, are mounted directly onto your bass drum. An important advantage of a tom holder is that it doesn't take up any floor space, plus, tom holders are easier to transport.
